JoAnn Helen Bailey passed away peacefully on November 10, 2025, in Winter Springs, Florida. Born on April 20, 1938, in Weirton, West Virginia, JoAnn’s life was a tapestry woven with dedication, compassion, and an unwavering commitment to the betterment of her community.

As the esteemed director of BOLT with Keep America Beautiful in Weirton, JoAnn was a prominent figure who championed environmental stewardship and civic pride. Her tireless efforts not only beautified her beloved town but also inspired countless individuals to engage in practices that fostered a healthy and sustainable future. Her influence extended beyond the confines of her professional pursuits as she warmly embraced her role as a nurturing figure to all whom she encountered. JoAnn’s legacy is one of advocacy, courage, and an indomitable spirit that encouraged those around her to strive for a better world.

JoAnn is survived by her cherished daughter, Terri Nunkovich, and her son-in-law, Dan Nunkovich, her son, Kevin Bailey, and Christine Busse, Kevin's fiancé. Nick Nunkovich and his wife, Danielle Nunkovich, and a great-grandson, Aven Nunkovich.

Her family was her pride and joy, and they will forever carry forward the love, wisdom, and warmth that she imparted throughout her life. JoAnn’s strength and grace were subtly overshadowed by her unyielding love for her family and community.

JoAnn was preceded in death by her beloved husband, Carl Bailey, whose memory she carried with her throughout her days. She was the treasured daughter of Walter and Sophia Fabian, both of whom provided her with a foundation of values that sustained her through life’s challenges.

The celebration of JoAnn’s remarkable life will be held on November 19, 2025, at Newcomer Funeral Home in Winter Park, Florida. Visitation will begin at 9:15 AM followed by a funeral service at 10:00 AM.  She will be laid to rest at All Faiths Memorial Park in Casselberry, Florida, following the service at 11:30 AM.

JoAnn Helen Bailey leaves behind a legacy of love and service that will resonate in the hearts of all who knew her. As we gather to honor her profound impact on our lives, let us remember the lessons she taught us: to nurture our surroundings, to uplift one another, and to cherish every moment with loved ones. Her spirit will forever illuminate the path for those she has left behind.
